The Urban Studies Institute of Almaty Management University (AlmaU), Kazakhstan, has summarized a large-scale educational cycle for public servants, organized on behalf of the Ministry of Industry and Construction of the Republic of Kazakhstan.
From April 6 to 24, 47 managers and specialists from key regions of Kazakhstan Atyrau, Mangystau, Turkistan, Zhambyl, and Karaganda regions, as well as the cities of Atyrau, Karaganda, and Taraz – successfully completed the training across two cohorts.
Participants included deputy akims, heads of housing and utilities, construction, architecture, and land management departments.
The program focused on the most pressing issues in the sector: implementation of the new Construction Code and development of design codes. With urbanism centers actively emerging in the regions, participants came to gain practical tools and clear implementation algorithms.

The curriculum covered a wide range of topics, from strategic document frameworks to applied urban planning, transport policy, landscape architecture, and more. Speakers included experienced experts with strong track records in major projects in Almaty and internationally.
The program also involved key institutions such as the University of Central Asia, the Kazakhstan Association of Landscaping, Future of Mobility, the Traffic Management Center, the Labor Mobility Center, and other professional organizations.
The training went beyond classroom lectures. In partnership with leading organizations – NIIP Almatygenplan, Almaty City Development Center, and ONAY – participants observed how smart transport systems operate and how big data enables real-time urban monitoring and evidence-based decision-making.

The AlmaU Urban Studies Institute serves as a platform that integrates global and local best practices, supporting cities in transitioning to systemic governance approaches.
The program demonstrated that a comprehensive approach is no longer theoretical but an essential standard for modern public sector managers. The acquired experience will serve as a foundation for creating more livable and sustainable urban environments across the regions.
