1.Name of the project: “The quality of digital services of medical institutions in Kazakhstan in the context of a pandemic: assessment methodology and improvement mechanisms”

Description of the project. Digitalization is important for the development of the state and ensuring the orientation of public administration towards results, which can have an impact on improving the quality of life of citizens and business activities. If this tool is used correctly, it can be used for planning, monitoring and evaluating the results of government activities, and to receive information in close to real time. Improving the quality of medical services requires the priority development of the e-health sector and the transition to paperless document management.
The purpose of the project is based on an assessment of the current state of digital services of medical institutions in the context of a global pandemic, the development of organizational, economic mechanisms, marketing strategies that contribute to improving the quality of digital services of medical institutions in Kazakhstan.
The complete digitalization of the healthcare system is a long—term goal that has not yet been achieved by any country in the world. At the moment, in Kazakhstan, individual medical documents are already kept only in electronic form, certain types of services are provided in electronic form, but there are whole sections ahead that are not covered by digitalization. The problem is that despite understanding the importance of digitalization of healthcare, there are no clear and understandable indicators for further action. Also, the scientific component of the concept of digitalization of medical services in the world and in Kazakhstan remains largely unexplored.
Despite the fact that there is an active introduction of digital technologies, there is no improvement in the quality of digital medical services, there is a low assessment of satisfaction with medical services. At the same time, digital technologies are a tool for improving the quality and effectiveness of medical care. It is not the introduction of digital technologies itself that improves people’s quality of life, but the collection of data through which the right decisions are made and the right communication tools are used. If there are factors that negatively affect the consumer when using digital technologies, it is necessary to carry out a process to assess the quality of medical services. Since the digitalization of medicine is aimed at meeting the needs of patients, a consumer approach should be used for evaluation, which, according to the results of consumer surveys, reflects the degree of satisfaction with medical care. Now consumers of medical services have turned out to be more advanced than medical institutions. Communication often takes place between consumers. In order to improve the quality of medical care in the context of digitalization, it is necessary to create an information platform for communication between consumers and doctors.

Description of the project.The anti-corruption expertise of normative legal acts (NPAs) and their projects, recently legislatively restored by President K. Tokayev, opens up new prospects in the activities of law enforcement agencies, strengthening the scientific component of countering corruption in the legislative sphere, which directly affects the state of national security of Kazakhstan. The prepared project is aimed at identifying and eliminating the main causes of deficiencies in the organization and conduct of anti-corruption expertise of regulatory legal acts and their projects in the Republic of Kazakhstan based on the achievements of the science of forensic expertise. It is envisaged to solve through the application of comparative legal research a number of problems caused by a weak justification of theoretical and practical issues of anti-corruption expertise of NPAs and their projects due to the lack of its proper legislative order in Kazakhstan.The purpose of the project. The study is aimed at improving the competence of experts in carrying out actions aimed at anti-corruption expertise of NPAs and their projects in the aspect of ensuring national security by law enforcement agencies of the Republic of Kazakhstan and developing on this basis the Concept “On anti-corruption expertise of NPAs and their projects”.

Description of the project:The project is aimed at analyzing existing Chinese projects in the non-resource sector in Kazakhstan, in terms of their relevance to the industrialization of our country, as well as in terms of the social consequences of the implementation of these projects, both positive and negative. The project evaluates the realities and potential of the Kazakh-Chinese partnership in the field of industrialization, conducts a comprehensive analysis of cases in such areas as agriculture and the food industry, value added and car assembly, and the renewable energy sector. This study aims to contribute to scientific, analytical and popular literature on the subject of Chinese investment policy in Kazakhstan, taking into account the national interests of the Republic of Kazakhstan, in particular, the goals set out in the framework of the country’s industrial and innovative development program. It is obvious that Chinese investments in non-resource sectors of the economy are growing and will continue to grow, since both sides are interested in this. The analysis of current projects in similar sectors of the economy is important for building the right trajectory of cooperation, as well as identifying the most priority and promising sectors for cooperation with China.In the first part of the project, desk studies are conducted in order to track the dynamics of the development of Kazakh-Chinese cooperation in non-resource sectors of the economy since 2013, after the proclamation of the “One Belt, One Road” initiative, including official statements by the parties and the implementation of agreements. The next task is to conduct in–depth case studies on the value-added industry and agricultural processing enterprises. It is expected to conduct field studies and in-depth interviews with government officials, business operators, industrial practitioners and other relevant stakeholders, which will show whether the microdynamics that arose as a result of various examples of economic cooperation contributed to the change of the political agenda of relations between Kazakhstan and China to new areas of cooperation or the social protests that arose contributed to the freezing of negotiations in the field of non-primary projects. The data collected during the field work will be compared with the data obtained during the first part (process tracking, desk research). Thus, new opportunities (the most potential areas) for the industrial development of Kazakhstan through cooperation with China will be shown, contributing to the achievement of the long-term goal of establishing cooperation with China in non-primary industries.
4.Project name: “Development of an anti-fraud and automatic analytics system for a machine learning-based testing platform.”

Description of the project.The project is to develop an anti-fraud system using data on time spent on test responses and automatic analytics for a machine learning-based testing platform.As a result of the project, a model of the anti-fraud system will be obtained, which will allow identifying behavioral signs for different tests. The system will create a report (analytics) on the conducted test, which will give an idea of the conducted test – at what point which students started and finished the test, the average time to answer each question and the deviation from the general behavior of each student. This will enable the teacher to understand the general behavior of the group.The results of the study will be published in scientific papers in an expanded form, which will allow the algorithms being developed to be used in other testing systems and proctoring systems.
The aim of the project – is to develop and implement algorithms to detect fraudulent actions on the part of students during online testing and automatically create analytics related to the testing process.

5.Name of the project: “Development of an innovative model of practice-oriented learning in the entrepreneurial educational ecosystem of the university, as an integral condition for the development of the innovative economy of the country”

Project description: according to the OECD Competence Survey in Kazakhstan and the PIAAC international skills survey, the level of competence of young people and adults in the country is much lower compared to OECD countries. Graduates of Kazakhstani universities have weak fundamental competencies, critical thinking and problem-solving skills, entrepreneurial, organizational and IT skills. Despite the constant updating of educational standards and educational programs with the inclusion of competencies from professional standards of companies in the professional training block, it is not possible to properly update competencies taking into account the future needs of companies. The reason for this, as noted by studies, is the low involvement of stakeholders (employers, companies) in the educational process of universities in the country. These facts indicate that Kazakhstan has a shortage of qualified, practice-oriented specialists who meet the requirements of real business. The idea that existing methods of higher education are unable to prepare students for the modern requirements of work in companies and for the new conditions of the innovative economy requires a search for a new educational model of training with students acquiring practical and project experience. The application presents modern approaches to the creation of an innovative model of practice-oriented training as an integral element in the educational ecosystem of an entrepreneurial university.
Objective: to develop an innovative model of practice-oriented training that will form the best integration of universities and companies to prepare competitive specialists for the requirements of innovative economic development.

Project description: despite the widespread introduction of digital technologies, the process of digitalization of tourism in Kazakhstan is chaotic and unsystematic, while the scheme of economic relations of participants in the tourism market is changing significantly, in this regard, the purpose of the study was to develop a conceptual model of the digital ecosystem of the tourism industry of Kazakhstan as an integrating basis for its accelerated, long-term balanced and controlled development based on global trends and the use of the Internet environment, advanced achievements in the field of information technology for processing and presenting spatially distributed data and smart technologies.
One of the objectives of the project is to assess international experience and the current level of application of digital ecosystem elements in tourism in Kazakhstan in order to identify factors for developing a context-adapted model. The study will assess the role of industry digitalization processes, taking into account the importance of involving Kazakhstani tourism organizations in this process. The project aims to make a scientific, analytical and advisory contribution to the accelerated development of tourism, taking into account the national interests of the state, in particular, the goals of state development documents of Kazakhstan. Acceleration of the digital transformation of Kazakhstani society, including the tourism industry, will continue in the aspect of innovative development of the country. Multi-source and multi-aspect analysis, as well as updating and systematization of global development trends and scientific foundations of digital ecosystems are important for constructing a fair development trajectory, as well as identifying the most promising areas for the development of the tourism digital ecosystem of Kazakhstan.

Using a wide range of methods (webometric methods, institutional modeling, scenario modeling), 11 regional universities and their industrial environment in 9 regions of the country are studied. The results of the study will allow analyzing the current industrial policy and considering a number of management decisions facing both authorized bodies, in particular the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan, and associations of industrialists and entrepreneurs.

On behalf of President K.-Zh. Tokayev, in order to increase the competitiveness of higher education, it is planned to launch Academic Excellence Centers at 20 universities. At the first meeting of the National Council on Science and Technology on April 12, 2023, the Head of State set the task of creating academic excellence centers in the regions, including technology parks, engineering hubs, laboratories, taking into account regional characteristics and priorities of scientific, technological and economic development. The objective of the Project is to develop scientific, methodological and conceptual foundations for implementing the academic excellence initiative in higher education and science in Kazakhstan to ensure the competitiveness of universities and increase their contribution to the socio-economic development of the country.

Project Description: Kazakhstan’s gender potential is a rich but underutilized intellectual resource of the economy, which, if effectively disclosed and implemented, can become a reliable basis for the formation of sustainable competitive advantages of the country’s business sector. The Sustainable Development Goals (SDGs) of the United Nations, most of which are gender-sensitive, are a national priority of the Republic of Kazakhstan and are reflected in the Concept of Family and Gender Policy of the Republic of Kazakhstan until 2030, giving an important place to the gender aspect of the intellectual potential of the nation. The gender potential of Kazakhstan’s leaders remains a little-studied area that could indicate the country’s actual competitive advantages in the context of intensifying global intellectual competition.
This project is designed to fill the gap in the science and practice of management in Kazakhstan by developing a Conceptual Model of Leadership Competencies of Kazakhstani Managers based on a multi-aspect assessment of gender potential and cross-cultural comparative analysis based on a unique local context and the achievements of global management science. During the implementation of the project, a 5-step algorithm will be implemented, allowing for a consistent and systematic achievement of the set goal through the development of an integrative research framework, a comprehensive assessment of the leadership competencies of Kazakhstani managers, drawing up detailed maps of the leadership competencies of managers, developing an econometric model of the relationship between socio-demographic, organizational and country characteristics with the level of development of the leadership competencies of managers and, finally, synthesizing a conceptual model of leadership competencies based on the results of the activities carried out.

Description of the study.
The purpose of the study is to develop mechanisms for the protection of qualified and unskilled investors in the securities market in the Republic of Kazakhstan, through the introduction of modern international approaches to their regulation.
Research objectives:
1) research and analysis of EU legislation, including principles, methods and requirements for assessing an investor’s risk profile and qualifications;
2) research and analysis of the legislation of the Republic of Kazakhstan regulating the regulation of qualified and unqualified investors for compliance with its international practice;
3) providing specific recommendations for subsequent amendments and additions to the current legislation.
The methodological, theoretical and empirical base of the study includes the current legislation of the Republic of Kazakhstan and the EU countries on the securities market, the results of domestic and foreign research on this topic.
Conclusions and results of the study.
1) A study and analysis of the legislation of the European Union was conducted, which showed that the existing Kazakh legal model of a qualified investor is close to its European counterparts and at the same time there are differences reflected in the work. The principles, methods and requirements for assessing an investor’s risk profile and qualifications are recommended. In particular, a list of test questions has been developed to determine the investor’s risk profile and assess the level of understanding of the nature of financial instruments and their risks;
2) The Kazakh legislation regarding the regulation of qualified and unqualified investors has been studied for compliance with their international practice. Research and analysis of the legislation on the securities market in terms of defining the concepts of qualified and unqualified investors has shown that the conceptual apparatus is regulated by the norms of a number of current legislative acts. Qualified and unqualified investors are defined through a description of the activities they can carry out in the securities market (Articles 5 and 5-1 of the Law). The existing Kazakh legal model of a qualified investor is close to its European counterparts. For an adequate assessment of the implementation of the ideas
of European legal thought in domestic legislation, the paper identifies the differences that are inherent in the Kazakh institute of qualified investor, shown in the work;
3) Based on the results of the implementation of the first two tasks – research and analysis of the legislation of the European Union and Kazakhstan – recommendations have been developed for making changes and additions to the current legislation. A number of proposals have been put forward to recognize individuals as qualified investors, mechanisms to protect unqualified investors, as well as financial instruments allowed for purchase for unqualified investors.
At the same time, the research group notes that an important mechanism for protecting the rights and interests of investors, as well as the sustainable development of this institution, is a professional, ethical and responsible procedure for registering investor relations with brokerage companies.
In the legal regulation of these relations, one should proceed from the following basic rights of the investor:
– the right to timely receive reliable and complete information about the status of the issuer, securities, trading participants, etc.;
– control over the targeted disposal of funds;
– receiving part of the profit based on the legal relationship between the investor and the person who received the investment, provided there is a positive financial result;
– the possibility of protecting rights in court or other procedural order;
– the right to compensation for investors’ losses from unfair participation in the stock market;
– the right to access any stock market instruments in accordance with the law.
4.Name of the project: “Conducting research on creative hubs and comprehensive events in Kazakhstan”

A brief description of the study. The study was commissioned by the British Council to support the Government of Kazakhstan in its quest to develop a creative economy. The report includes recommendations on supporting creative hubs as a mechanism to stimulate the growth and development of the creative sector. The project is based on evidence, quantitative and qualitative research, and consultations with creative entrepreneurs and civil servants. In creating the report, the best practices of the United Kingdom were used to assist in the development of policy support for the sector in the context of the Republic of Kazakhstan.

5.Name of the project: “Formation of mapping of the creative capital of the Pavlodar region”

A brief description of the study. The map of creative industries of Pavlodar region was developed by order of BTS Education for the Department of Education of Pavlodar region within the framework of the project “Creation of a Map of creative industries, including IT industries, of Pavlodar region”. The research methodology includes quantitative and qualitative research methods. The study contains recommendations for local executive authorities, educational organizations, businesses and other stakeholders on the further development of the region’s creative industries. These recommendations were developed using two approaches: (1) Recommendations for solving the problems and issues described in the study related to the development of creative industries; (2) Recommendations on the functionality of the proposed creative hub as a centralized institute for the support and development of creative industries in the city of Pavlodar and the region.

6.Name of the project: “Results of a sociological study “Public trust in Kazakhstan. A barometer of public trust”

A brief description of the study. This study is devoted to the analysis of public trust and the trust of (public) institutions in Kazakhstan. The methodology is based on the model of the Edelman Trust Barometer study, which has been conducted by the Edelman Trust Institute annually since 2001. Kazakhstan is not among the countries where the Edelman Trust Barometer study is conducted. In this regard, AlmaU initiated a study of the level of public trust in Kazakh society, using a methodology as close as possible to the Edelman Trust Barometer, in order to be able to analyze not only the Kazakh dynamics (2021-2022), but also compare Kazakhstan’s indicators with those of other countries. The current study is relevant in connection with the analysis of the dynamics of indicators and confidence indices in comparison with the first wave of research in Kazakhstan (2021) in the perspective of the consequences of the January events and the current global political and economic crisis caused by the Russian-Ukrainian military conflict. Thus, the purpose of this study (“Public Trust in Kazakhstan”) is to study the level of public trust in Kazakhstan, the level of interpersonal trust, information hygiene, as well as to identify social fears and concerns of Kazakhstanis.

The composition of the project:
Project Description: The overall goal of the Program is to strengthen human development in Afghanistan by increasing women’s access to quality higher education and CRO through cooperation with Kazakhstan and Uzbekistan.
It is expected that the project will ensure more effective provision of higher education (master’s, bachelor’s degrees, as well as certificates of technical and vocational education and training (TVET)) due to the proximity and experience of public and higher education institutions in Kazakhstan, Uzbekistan and Kyrgyzstan in providing international exchange education. Priority sectors for education will be agriculture, applied statistics and mining, which are considered growth sectors of particular importance for the promotion of gender equality. Participating women, who have sufficient skills for successful employment, increase their chances of getting a decent job and withstand the potential shocks that women face throughout their careers by attending specialized summer schools, extracurricular activities and seminars.
Results: In three years (2019-2020-30 students, 2020-2021-10 students, 2021-2022-50 students), 100 students were graduated who underwent language training and cultural adaptation for further bachelor’s and master’s degrees in academic institutions of Kazakhstan. The students were also able to improve their knowledge in the field of personal and professional development through Winter schools, motivational lectures, and trainings organized as part of a joint project with UNDP.

Project Description:
An initiative launched by JSC “NARI” QazInnovations “, as a national development institute in the field of innovative development. The program is aimed at implementing state support mechanisms for business incubation, acceleration of start-ups, commercialization of technologies and technology transfer, strengthening the human resources, management and production potential of innovation entities.
Two programs were organized: an offline business incubation program for regional student projects (August 22–27, 2023) and an online acceleration program for scientific projects (September 18–October 24, 2023);
57 applications were registered for the business incubation program for regional student projects, 48 were selected, and 34 teams competed in the final. 34 projects received certificates of completion of business incubation.
At the end of the incubation process of student projects, a Demo Day was held , during which, according to investors’ estimates, three projects received investments in the amount of 1,088,384 tenge.
Investors noted the following teams among all projects:
The “ALAM” project is a platform for searching and registering in dental clinics, Karaganda .
The “Live Keepers ” project is the development of a pocket device for measuring methane levels for miners in Aktobe.
Project “ ZhasStar ” – reflective tapes for cattle, Khromtau.
78 applications were registered for the scientific project acceleration program, 56 joined by the beginning of the program, 18 teams came to Demo Day. 33 people received certificates of completion of business acceleration. During the acceleration process, participants had to take part in at least 42 online hours of the educational module out of a possible 47 hours.
Based on the results of the online Demo Day, three projects were selected for subsequent collaboration with attracted investment partners:
Smanov’s project – development of fisheries and fish production;
The “Kinza” project by Garsieva Maryam and Oripova Omirsho – localized agricultural production;
Turlykhanova’s Project Meruert – creation of production of water-motor transport;
Also, the “Nature Savers ” project, aimed at sorting garbage and municipal waste, is being considered by a potential investor to receive 1,000,000 million tenge.
9.Project name: “Assessment of challenges for youth in Kazakhstan and the introduction of innovative solutions”
Implementation years: November 10, 2022 to March 31, 2023.

Grantee: Nazarbayev University under a USAID grant.
Project description: The project aims to reduce the level of NEET of young people (unemployed and not in training) by improving the effectiveness of the Government of Kazakhstan’s policy on prevention, coverage and reintegration through the recommendations of the project. Participating partners, which include higher education institutions and the country’s NGO network, will join forces to effectively implement research plans. Cooperation with the U.S. partner Institute will enhance the research potential of Kazakhstani subjects through methodological guidance and capacity building in the field of experiment design. It is expected that this partnership will have a sustainable, coherent, comprehensive, coordinated mechanism that will continue to work with young people after the completion of the project. The scientific value of the project consists in an in-depth review of the state of NEET and the promotion of research using innovative research methods. By analyzing the global context, the project offers a better methodology for identifying NEET, ways to reach NEET youth, and increases its importance on the political agenda. The project will develop recommendations for the Ministry of Education and Science and the Ministry of Labor and Social Protection, local educational organizations and government agencies on the implementation of policies and mechanisms in the regions of Kazakhstan to effectively address the problem of NEET. The project is funded by the United States Agency for International Development (USAID).
10.Project name: “Eurasian Studies in the Post-Soviet Era”

Project description: Educational project: lecture course. Lectures were held for 1st and 3rd year students of the specialty 6B03088 “International Relations and Economics” of the School of Politics and Law.
The purpose of the Eurasia Foundation is to contribute to the elimination of discord in the world and the creation of a harmonious and peaceful society. Current discord includes wars, political, economic, religious and ethnic confrontations and conflicts, as well as conflicts over environmental issues. The foundation’s initiatives are aimed at overcoming these challenges through education, science and culture, which is especially relevant in the modern world. The Foundation’s educational courses, as a non-governmental organization, are currently being implemented in 758 universities in 60 countries.
Results: Completion of the course provided students with a unique opportunity to gain knowledge from leading professors of top universities in South Korea and Japan: Dongguk University, Hanyang University and others. The final lecture, held on May 8, was given by the Chairman of the Eurasia Foundation, Yoji Sato, in an online format. The lecture topic “The World Will Become One” covered such interesting and broad issues as the study of truth, the origin and future of humanity.
The lectures provided students with a unique opportunity to immerse themselves in a deep study of international relations and economics, expand their knowledge and views on modern problems and prospects of the Eurasian region. Completion of the course was an important event in the educational life of AlmaU, confirming the importance of international cooperation in the field of education and science. 11.Project name : “Providing expert and analytical support for the creation of the SDG Space platform”

Project Description : In order to promote sustainable development in the region, the European Union (hereinafter referred to as the EU) and the United Nations Development Programme (hereinafter referred to as UNDP) have joined forces and launched a project to create a regional platform on the Sustainable Development Goals (hereinafter referred to as SDGs) for Central Asia (hereinafter referred to as the Project).
The overall goal of the Project is to contribute to sustainable development through a knowledge sharing platform and the creation of innovative solutions to support the achievement of the SDGs in the Central Asian region. The Project will create a unique digital platform, “SDG Space”, which will allow its participants to interact online, create teams (laboratories), exchange ideas and communicate to implement ambitious ideas into projects in support of sustainable development. “SDG Space” will support cooperation between various stakeholders, in particular, significant attention will be paid to the creation of a sustainable partnership between the private sector and the academic sector, which in turn will facilitate the commercialization of projects aimed at sustainable development. The implementation of the SDG Space platform is also aimed at supporting one of the large-scale initiatives of the UN Global Compact to involve the private sector in the transition to more sustainable development strategies. Thanks to this platform, university students, academia and NGOs will be able to propose ideas for projects that will contribute to progress in achieving the SDGs. SDG Space will use the scientific and expert potential of the academic sector to find sustainable solutions to the most pressing needs of the private sector. During the operation of SDG Space, the most sought-after and successful projects that pass the selection will be financed by the private sector.

1. The applicant Abdoldina Farida Nauruzbaevna holds a PhD degree in technical sciences, obtained in 2006. The total experience of scientific, scientific and pedagogical activity is 23 years, including 7 years as an associate professor. ✔️ Во-первых, в целях взаимосвязи научно-технологической и экономической политики государства внедрен новый механизм оценки обоснованности и технологической готовности (TRL) к реализации научных исследований от идеи до серийного производства. TRL позволяет охватить все этапы научно-производственного цикла и коммерциализации, обеспечивая поддержку.
Таким образом, научно-технологическая политика Казахстана будет направлена на сокращение инновационного разрыва в отношении мировых технологических лидеров.
✔️ Во-вторых, расширен статус Фонда науки как Национального агентства по коммерциализации технологий. Он станет единым окном по программам в сфере науки и технологий и будет осуществлять поддержку инновационной инфраструктуры, а также привлекать венчурное финансирование.
✔️ В-третьих, внедрен новый механизм по сбору, обработке и анализу научно-технической информации с целью мониторинга научных достижений, рынка инноваций и новых технологий с созданием Национального центра научно-технической информации.
Мониторинг научно-технической информации позволит обеспечить информационно-аналитическое сопровождение научного процесса, что, безусловно, способствует стабильности развития науки и инноваций, а также повышает эффективность управления наукой в стране, превращая научную отрасль в полноценный сегмент цифровой экономики.
✔️ В-четвертых, в целях стимулирования ученых вводится право на приобретение льготного жилья для молодых ученых. Также в рамках закона Налоговым кодексом предусмотрены государственные меры стимулирования по предоставлению субъектам научной и (или) научно-технической деятельности налоговых льгот и налоговых вычетов по расходам на научно-исследовательские, научно-технические и опытно-конструкторские работы. Предусмотрены налоговые вычеты в размере 50%.
✔️ В-пятых, Законом усовершенствуется структура управления наукой. Законом предлагается наделить местные исполнительные органы компетенциями по реализации государственной политики в области науки и координации работы по проведению научно-исследовательских работ в форме грантового финансирования.
Также определен новый статус Национальной академии наук в форме высшей научной организации с указанием компетенций, источников финансирования и полномочий попечительского совета, Общего собрания академиков, Президиума и Правления.
Кроме того, Президент подписал Закон «О государственных закупках», упрощен порядок закупок научных организаций. Так, закупочные процедуры научно-исследовательских институтов и организаций высшего и (или) послевузовского образования для выполнения научных исследований и научных работ теперь осуществляются по правилам, утверждаемым Министерством науки и высшего образования по согласованию с уполномоченным органом в сфере государственных закупок.
