Relevance of the Research
The novelty and relevance of the program lie in its comprehensive approach to ensuring the global competitiveness of Kazakhstani universities, which includes improving the quality of education and research as well as strengthening international integration. Particular attention is paid to the development of innovative infrastructure for educational institutions, the implementation of digital tools for evaluating and monitoring educational and research activities, and the creation of effective mechanisms for international cooperation.
Objective
To develop a comprehensive scientific and methodological strategy to ensure the global competitiveness of higher and postgraduate education in the Republic of Kazakhstan.
To achieve this objective, the following tasks will be implemented:
1) Analysis of the current state of higher and postgraduate education in Kazakhstan:
– analyze the legislative framework of the higher and postgraduate education system in Kazakhstan;
– conduct a retrospective analysis of the development of higher and postgraduate education during the years of independence;
– analyze the participation of Kazakhstani universities in global rankings.
2) Analysis of international experience in ensuring global competitiveness of higher and postgraduate education:
– examine approaches to ensuring the global competitiveness of national higher education systems;
– analyze international experience in developing and implementing strategies for national higher and postgraduate education systems;
– conduct a comparative analysis of global university rankings (goals, objectives, methodology, indicators, and participants).
3) Development of a comprehensive scientific and methodological strategy:
– identify key approaches to ensuring global competitiveness at national and institutional levels;
– develop a methodology for ensuring global competitiveness of the higher and postgraduate education system;
– pilot the strategy in the Republic of Kazakhstan and develop a step-by-step implementation plan.
Expected Results
As a result of the program implementation:
– key legislative foundations of higher and postgraduate education will be identified;
– a retrospective analysis of development dynamics during the independence period will be conducted;
– a detailed comparative analysis of Kazakhstani universities (national, regional, pedagogical, private) will be carried out;
– the level of participation of Kazakhstani universities in global rankings will be assessed;
– approaches to ensuring global competitiveness of national higher education systems will be studied;
– international experience in strategy development and implementation will be analyzed;
– a comparative analysis of global university rankings will be conducted;
– key approaches at national and institutional levels will be identified;
– a methodology for ensuring global competitiveness will be developed;
– the strategy will be piloted and a step-by-step implementation plan for Kazakhstan will be prepared.
The research results will create a scientific and methodological foundation for ensuring the global competitiveness of higher and postgraduate education and enable its implementation in Kazakhstan.

AlmaU strengthens its position in the research and development sector by launching a state grant-funded project focused on the digital transformation of agricultural logistics in Kazakhstan.
The project’s objective is to develop an innovative, integrative model for managing logistics processes based on modern digital solutions. The research is focused on increasing the efficiency of agricultural product supplies, reducing logistics costs, and enhancing the sustainability of agrarian supply chains in the face of market and climatic risks.
The project integrates IoT, Big Data, analytical platforms, forecasting systems, and Artificial Intelligence elements for implementation in the practices of domestic agricultural enterprises.

Project Description: The project aims to assess how the development of renewable energy sources impacts key macroeconomic indicators of Kazakhstan. The project’s relevance is tied to the need for economic diversification, as a significant part of the economy depends on the hydrocarbon sector, making it vulnerable to global economic fluctuations. The integration of renewable energy is considered a strategically important task to ensure sustainable economic growth and meet Kazakhstan’s international commitments.
The project is designed to address the challenges of transitioning to a low-carbon economy, aligning with the priorities of Kazakhstan’s National Development Plan until 2029 and the carbon neutrality strategy until 2060. Within the framework of the UN Sustainable Development Goals (SDGs), the project focuses on achieving goals related to clean energy access (SDG 7), combating climate change (SDG 13), and sustainable economic growth (SDG 8).
The main research approaches include the use of econometric modeling, specifically CGE modeling methods, forecasting, and scenario analysis. This will allow for an assessment of various renewable energy integration strategies and their impact on macroeconomic indicators such as GDP, employment, and investment. The project is interdisciplinary, covering areas such as economics, energy, environmental studies, and public policy.
Objective: To assess the impact of renewable energy integration on Kazakhstan’s long-term economic growth using econometric modeling and scenario analysis, and to develop recommendations for ensuring the country’s sustainable development.

The gender potential of Kazakhstan is a rich but insufficiently used intellectual resource of the economy, which, if effectively disclosed and implemented, can become a reliable basis for the formation of sustainable competitive advantages of the country’s business sector. The United Nations Sustainable Development Goals (SDGs), most of which are gender-sensitive, are a national priority of the Republic of Kazakhstan and are reflected in the Concept of Family and Gender Policy of the Republic of Kazakhstan until 2030, giving an important place to the gender aspect of the intellectual potential of the nation. The gender potential of Kazakhstan’s leaders remains a poorly understood area that can indicate the actual competitive advantages of the country in the context of increasing global intellectual competition.
This project is designed to fill a gap in the science and practice of management in Kazakhstan by developing a Conceptual model of leadership competencies of Kazakhstani managers based on a multi-aspect assessment of gender potential and cross-cultural comparative analysis based on the unique local context and achievements of global management science. One of the objectives of the project is to assess international experience and the current level of application of elements of digital ecosystems in tourism in Kazakhstan in order to identify factors for developing a context-adapted model. The study will assess the role of digitalization processes in the industry, taking into account the importance of involving Kazakhstan’s tourism organizations in this process. The project aims to make a scientific, analytical and advisory contribution to the accelerated development of tourism, taking into account the national interests of the state, in particular, the goals of state development documents of Kazakhstan. The acceleration of the digital transformation of Kazakhstan’s society, including the tourism industry, will continue in the aspect of innovative development of the country. Relevance of the study: Today, there is an urgent problem associated with the exhaustion of the potential for economic development due to low-tech industries and the lack of unified legislative regulation. Industrial enterprises do not receive sufficient support, and state aid is being eroded. A strong industrial and financial policy of the state is required, as well as closer cooperation between universities and industrial enterprises to turn them into drivers of regional economic growth.
There is a need to actively support industry and domestic demand, as well as to change the role of universities in economic and social development. Universities are the weakest link in the universities-enterprises-regions chain. The study aims to identify ways to encourage universities to play a more creative role in academic entrepreneurship, taking into account the priority areas of development of industries and the economy as a whole.
In the context of scientific and technological needs, the President emphasized the need for a new look at the development of regions in order to create high-tech, knowledge-intensive industries and technical services. It is important to study methods of attracting universities to structural changes in the regional economies, especially in the context of economic diversification and overcoming the “Dutch disease”.
The study is also relevant in light of the proposal to involve strong regional educational institutions in the country’s industrial and innovative development, which can help create a favorable environment for competitive local suppliers and overcome dependence on oil.
Project Description: The project is aimed at exploring ways to form innovative territorial clusters in regions of the Republic of Kazakhstan with a developed mining sector with support centers in the form of regional universities.
Using a wide range of methods (webometric methods, institutional modeling, scenario modeling), 11 higher education institutions and their industrial environment in 9 regions of the country will be studied. Questionnaires and Fuzzy cognitive maps (FCM) will be collected during training workshops. To process the results, we use the FCM Expert computer program.
Scenario modeling will use the Fuzzy cognitive Mapping (FCM) method. FCM has a graphical representation and a mathematical representation in the form of a vector matrix calculation. The FCM focuses on feedback within the system; the FCM will be collected from experts or representatives of stakeholders through interviews or questionnaires.
The results of the project will help clarify the current industrial policy and analyze management decisions facing both authorized bodies, in particular the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan, and associations of industrialists and entrepreneurs. The results will be published in peer-reviewed journals using the Open Access system, for which the budget provides for the necessary costs; as well as in publications recommended by the COXNWR. Training materials in the form of presentations will be prepared for consumers of scientific and technical results and 9 training seminars will be held.

This project is aimed at developing the concept of a new industrial policy of Kazakhstan based on the development of forecast scenarios for a gradual increase in the share of medium – and high-tech products of the basic manufacturing industries and the choice of strategic directions for their accelerated diversification, taking into account structural reforms.
The main research problem: Kazakhstan’s economy is focused on resource extraction, but the processing industry is poorly developed, production diversification remains limited, and innovative industries need support. In addition, Kazakhstan’s industry is institutionally inefficient and needs to be reformed. In accordance with the program presented by President K-Zh. According to Mr. Tokayev, the project offers a comprehensive solution to this key problem.
For Kazakhstan, the development of new theoretical and methodological provisions for the accelerated development of the manufacturing industry is now extremely relevant. These provisions are the basis for creating a scientific base that will ensure the methodological implementation of innovative solutions and increase the efficiency of manufacturing industries. Kazakhstan needs to move away from its dependence on raw materials and develop a manufacturing industry for sustainable economic growth. Therefore, the need to study the experience of developed and developing countries is no less urgent, which will help Kazakhstan avoid mistakes and adopt successful practices. Thanks to this study, it will be possible to develop an effective industrial policy adapted to Kazakhstan’s specifics.
The creation and implementation of a new industrial policy will help direct the development of industries in accordance with modern requirements and challenges, solve institutional problems and lay the foundation for long-term economic growth and economic diversification.
The results of the program will have a significant impact on the study of industrial policy and economic diversification. They will contribute to the development of the theory and practice of industrial policy, especially in the context of increasing the share of medium-and high-tech products and structural reforms. Description of the study.
The aim of the studyis to develop mechanisms for protecting qualified and unqualified investors in the securities market in the Republic of Kazakhstan, by introducing modern international approaches to their regulation.
Research objectives:
1) research and analysis of EU legislation, including principles, methods and requirements for assessing the risk profile and investor qualifications;
2) research and analysis of the legislation of the Republic of Kazakhstan regulating the regulation of qualified and unqualified investors for compliance with its international practice;
3) providing specific recommendations for subsequent amendments and additions to current legislation.
The methodological, theoretical and empirical basis of the studyincludes the current legislation of the Republic of Kazakhstan and the EU countries on the securities market, the results of domestic and foreign research on this topic.
Conclusions and results of the study.
1) A study and analysis of the EU legislation was conducted, which showed that the existing Kazakh legal model of a qualified investor is close to its European counterparts, and at the same time there are differences reflected in the work. The principles, methods, and requirements for assessing an investor’s risk profile and qualifications are recommended. In particular, a list of test questions was developed to determine the investor’s risk profile and assess the level of understanding of the nature of financial instruments and their risks;
2) Kazakhstan’s legislation regarding the regulation of qualified and unqualified investors was studied for compliance with their international practice. Research and analysis of the legislation on the securities market in terms of defining the concepts of qualified and unqualified investors has shown that the conceptual framework is regulated by the norms of a number of current legislative acts. Qualified and unqualified investors are defined through a description of the activities that they can carry out on the securities market (Articles 5 and 5-1 of the Law). The existing Kazakh legal model of a qualified investor is close to its European counterparts. For an adequate assessment of the implementation of the ideas
of European legal thought in domestic legislation, the paper identifies the differences that are inherent in the Kazakhstan institute of qualified investor, shown in the paper;
3) Based on the results of the first two tasks – research and analysis of the legislation of the European Union and Kazakhstan – recommendations were developed for making changes and additions to the current legislation. A number of proposals have been put forward for recognizing individuals as qualified investors, mechanisms for protecting unqualified investors, and financial instruments allowed for purchase for unqualified investors.
At the same time, the research group notes that the professional, ethical and responsible procedure for registration of investor relations with brokerage companies is important in the mechanism of protecting the rights and interests of investors, as well as the sustainable development of this institution.
The legal regulation of these relations should be based on the following basic rights of the investor:
– the right to timely receive reliable and complete information about the status of the issuer, securities, trading participants, etc.
– control over the targeted disposal of funds;
– receive part of the profit based on the legal relationship between the investor and the person who received the investment, provided that there is a positive financial result–
– the possibility of protecting rights in court or other procedural proceedings. in accordance with the established procedure;
– the right to compensation for investors ‘ losses from unfairparticipation in the stock market;
-the right to access any stock market instruments in accordance with the legislation.

Brief description of the study. The study was commissioned by the British Council to support the Government of Kazakhstan in its efforts to develop a creative economy. The report includes recommendations for supporting creative hubs as a mechanism for stimulating the growth and development of the creative sector. The project is based on actual data, quantitative and qualitative research, and consultations with creative entrepreneurs and civil servants. The report draws on the best practices of the United Kingdom to help develop public sector policies in the context of the Republic of Kazakhstan.

Brief description of the study. This study is devoted to the analysis of public trust and the trust of (public) institutions in Kazakhstan. The methodology is modeled on the Edelman Trust Barometer study, which has been conducted Edelmanannually by the Edelman Trust Institute since 2001. Kazakhstan is not one of the countries where the Edelman Trust Barometer study is conducted. In this regard, AlmaU initiated a study of the level of public trust in the Kazakh society, using the methodology as close as possible to the Edelman Trust Barometer , in order to be able to analyze not only Kazakhstan’s dynamics (2021-2022 г.г), but also compare the indicators of Kazakhstan with those of other countries. The current study is relevant in connection with the analysis of the dynamics of indicators and confidence indices in comparison with the first wave of research in Kazakhstan (2021) in the perspective of the consequences of the January events and the current global political and economic crisis caused by the Russian-Ukrainian military conflict. Thus, the purpose of this study (“Public Trust in Kazakhstan”) is to study the level of public trust in Kazakhstan, the level of interpersonal trust, information hygiene, as well as to identify social fears and concerns of Kazakhstanis.

Project Description: The overall goal of the Program is to strengthen human development in Afghanistan by increasing women’s access to quality higher education and TVET through cooperation with Kazakhstan and Uzbekistan.
It is expected that the project will provide more effective provision of higher education (Master’s, bachelor’s degrees, and certificates of Technical and Vocational Education and Training (TVET)) due to the proximity and experience of public and higher education institutions in Kazakhstan, Uzbekistan and Kyrgyzstan in providing international exchange education. Priority sectors for education will be agriculture, applied statistics and mining, which are considered growth sectors that are particularly important for promoting gender equality. Participating women who have sufficient skills for successful employment increase their chances of getting a decent job and counter the potential shocks that women face throughout their careers by attending specialized summer schools, extracurricular activities, and seminars.
Results: Over three years (2019-2020-30 students, 2020-2021-10 students, 2021-2022-50 students), 100 students were graduated who underwent language training and cultural adaptation for further obtaining bachelor’s and master’s degrees in academic institutions of Kazakhstan. Students were also able to improve their knowledge of personal and professional development through Winter Schools, motivational lectures, and trainings organized as part of a joint project with UNDP.

Project Description: The project aims to reduce the NEET level of young people (unemployed and out of school) by improving the effectiveness of the Government of Kazakhstan’s prevention, coverage and reintegration policies through project recommendations. Participating partners, which include higher education institutions and the country’s NGO network, will join forces to effectively implement research plans. Cooperation with the US partner Institute will increase the research potential of Kazakhstani subjects through methodological guidance and capacity building in the field of experimental design. This partnership is expected to have a sustainable, consistent, comprehensive, coordinated mechanism that will continue to work with young people after the project is completed. The scientific value of the project lies in an in-depth review of the state of NEET and promotion of research using innovative research methods. By analyzing the global context, the project offers a better methodology for identifying NEETs, ways to reach out to NEET youth, and increases their relevance to the political agenda. The project will develop recommendations for the Ministry of Education and Science and the Ministry of Labor and Social Protection, local educational organizations and state bodies on implementing policies and mechanisms in the regions of Kazakhstan to effectively address the NEET problem. An initiative launched by JSC “NARI “QazInnovations”, as a national development institute in the field of innovative development. The program is aimed at implementing state support mechanisms for business incubation, startup acceleration, technology commercialization and technology transfer, and strengthening the human, managerial and production potential of innovation entities.
Two programs were organized: the offline business incubation program for regional student projects (August 22-27, 2023) and the online acceleration program for research projects (September 18-October 24, 2023).
57 applications were registered for the business incubation program for regional student projects, 48 were selected, and 34 teams competed in the final. 34 projects received business incubation certificates.
At the end of the incubation process of student projects, a Demo Day was held, during which, according to investors ‘ estimates, three projects received investments in the amount of 1,088,384 tenge.

Project description: Educational project: a course of lectures. Lectures were held for 1st and 3rd year students of the specialty 6B03088 “International Relations and Economics” of the School of Politics and Law.
The goalof the Eurasia Foundation is to contribute to the elimination of discord in the world and to the creation of a harmonious and peaceful society. The current divisions include wars, political, economic, religious and ethnic confrontations and conflicts, as well as conflicts over environmental issues. The Foundation’s initiatives are aimed at overcoming these challenges through education, science and culture, which is especially relevant in the modern world. The Foundation’s educational courses, as a non-governmental organization, are currently being implemented in 758 universities in 60 countries around the world.
Results: Completing the course provided students with a unique opportunity to gain knowledge from leading professors of top universities in South Korea and Japan: Dongguk University, Hanyang University and others. The final lecture, which took place on May 8, was delivered by the Chairman of the Eurasia Foundation, Yoji Sato, in an online format. The topic of the lecture “The world will become one” covered such interesting and broad issues as the study of truth, the origin and future of humanity.
The lectures provided students with a unique opportunity to immerse themselves in a deep study of international relations and economics, expand their knowledge and views on current problems and prospects of the Eurasian region. The overall goal of the Projectis to contribute to sustainable development through a knowledge-sharing platform, as well as to create innovative solutions to support the achievement of the SDGs in the Central Asian region. Within the framework of the Project, a unique digital platform “SDG Space” will be created, which will allow its participants to interact online, create teams (laboratories), exchange ideas and communicate to translate ambitious ideas into projects in support of sustainable development. SDG Space will support the cooperation of various stakeholders, in particular, significant attention will be paid to creating a sustainable partnership between the private sector and the academic sector, which in turn will contribute to the commercialization of projects aimed at sustainable development. Improving the quality of medical services requires priority development of the e-health sector and the transition to paperless document management.
The aim of the project is to assess the current state of digital services of medical institutions in the context of a global pandemic, develop organizational, economic mechanisms, and marketing strategies that contribute to improving the quality of digital services of medical institutions in Kazakhstan.
Full digitalization of the healthcare system is a long-term goal that has not yet been achieved by any country in the world. At the moment, in Kazakhstan, individual medical documents are already kept only in electronic form, certain types of services are provided in electronic form, but there are whole sections ahead that are not covered by digitalization. The problem is that despite understanding the importance of digitalization of healthcare, there are no clear and understandable indicators for further action. Also, the scientific component of the concept of digitalization of medical services in the world and in Kazakhstan remains largely unexplored.
Despite the fact that there is an active introduction of digital technologies, there is no improvement in the quality of digital medical services, and there is a low assessment of satisfaction with medical services. At the same time, digital technologies are a tool for improving the quality and effectiveness of medical care. It is not the introduction of digital technologies that improves people’s quality of life, but the collection of data that helps them make the right decisions and use the right communication tools. If there are factors that negatively affect the consumer when using digital technologies, it is necessary to conduct a process to assess the quality of medical services. Since digitalization of medicine is aimed at meeting the needs of patients, a consumer approach should be used for evaluation, which, based on the results of consumer surveys, reflects the degree of satisfaction with medical care. Now consumers of medical services are more advanced than medical institutions. Communication often takes place between consumers. In order to improve the quality of medical care in the context of digitalization, it is necessary to create an information platform for communication between consumers and doctors.

Project Description: According to the OECD Competence Survey in Kazakhstan and the PIAAC International Skills Survey, the level of competence of young people and adults in the country is much lower compared to the OECD countries. Graduates of Kazakhstani universities have weak fundamental competencies, critical thinking and problem-solving skills, entrepreneurial, organizational and IT skills. Despite the constant updating of educational standards and educational programs with the inclusion of competencies from the professional standards of companies in the professional training block, it is not possible to ensure that competencies are properly updated taking into account the future needs of companies. The reason for this, according to studies, is the low involvement of stakeholders (employers, companies) in the educational process of universities in the country. These facts indicate that there is a shortage of qualified practice-oriented specialists in Kazakhstan who meet the requirements of real business.
The idea that the existing methods of teaching higher education are not able to prepare students for the modern requirements of working in companies and for the new conditions of an innovative economy requires the search for a new educational model of learning with the acquisition of practical and project-based experience by students. The application presents modern approaches to creating an innovative model of practice-oriented learning as an integral element in the educational ecosystem of an entrepreneurial university.

By the decision of the Committee for Quality Assurance in Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan dated April 27, 2021 (Order No. 373), the degree awarded to Yerezhep Darkhan Yeseyuly in the specialty “6D072300 – Technical Physics” at the ITMO University of the Russian Federation is recognized in the Republic of Kazakhstan as a Doctor of Philosophy (PhD) degree. Данный документ направлен на развитие науки и реализацию технологической политики, внедрение результатов научных достижений для обеспечения конкурентоспособности страны, а также на решение стратегических, профессиональных и социальных вопросов научной деятельности.
✔️ Во-первых, в целях взаимосвязи научно-технологической и экономической политики государства внедрен новый механизм оценки обоснованности и технологической готовности (TRL) к реализации научных исследований от идеи до серийного производства. TRL позволяет охватить все этапы научно-производственного цикла и коммерциализации, обеспечивая поддержку.
Таким образом, научно-технологическая политика Казахстана будет направлена на сокращение инновационного разрыва в отношении мировых технологических лидеров.
✔️ Во-вторых, расширен статус Фонда науки как Национального агентства по коммерциализации технологий. Он станет единым окном по программам в сфере науки и технологий и будет осуществлять поддержку инновационной инфраструктуры, а также привлекать венчурное финансирование.
✔️ В-третьих, внедрен новый механизм по сбору, обработке и анализу научно-технической информации с целью мониторинга научных достижений, рынка инноваций и новых технологий с созданием Национального центра научно-технической информации.
Мониторинг научно-технической информации позволит обеспечить информационно-аналитическое сопровождение научного процесса, что, безусловно, способствует стабильности развития науки и инноваций, а также повышает эффективность управления наукой в стране, превращая научную отрасль в полноценный сегмент цифровой экономики.
✔️ В-четвертых, в целях стимулирования ученых вводится право на приобретение льготного жилья для молодых ученых. Также в рамках закона Налоговым кодексом предусмотрены государственные меры стимулирования по предоставлению субъектам научной и (или) научно-технической деятельности налоговых льгот и налоговых вычетов по расходам на научно-исследовательские, научно-технические и опытно-конструкторские работы. Предусмотрены налоговые вычеты в размере 50%.
✔️ В-пятых, Законом усовершенствуется структура управления наукой. Законом предлагается наделить местные исполнительные органы компетенциями по реализации государственной политики в области науки и координации работы по проведению научно-исследовательских работ в форме грантового финансирования.
Также определен новый статус Национальной академии наук в форме высшей научной организации с указанием компетенций, источников финансирования и полномочий попечительского совета, Общего собрания академиков, Президиума и Правления.
Кроме того, Президент подписал Закон «О государственных закупках», упрощен порядок закупок научных организаций. Так, закупочные процедуры научно-исследовательских институтов и организаций высшего и (или) послевузовского образования для выполнения научных исследований и научных работ теперь осуществляются по правилам, утверждаемым Министерством науки и высшего образования по согласованию с уполномоченным органом в сфере государственных закупок.
